This is a twin cylinder steam driven water pump, it is one of several ways to put water into a boiler that is under pressure. A similar pump will be mounted in the space to the left, it will be an air pump for the air tank to operate air brakes. On a good day the pump works. Most full size locomotives had both a steam driven pump and a steam injector to put water into the boiler.
